The national government has given us a mandate to…
- prepare and establish a county development strategy. This strategy will be carried out by the municipalities and the county council in cooperation with other stakeholders
- coordinate the contributions in the carrying out of the above mentioned strategy
- decide about government grants for regional growth
- establish county plans for regional transport infrastructure
- follow up, evaluate and provide annual reports to the national government on regional growth
- collaborate with the county´s municipalities, the county council and the county administrative board
- consult with representatives of the organizations concerned and the trade and industry in the county

- be a player in the forthcoming discussion on the regional authority formation
- strengthen community and democratic values
- represent the county and be a referral body in common regional issues
- be a forum for comprehensive cooperation between organizations, agencies and others working with regional development
- provide a forum for the spheres of activity: living environment and attractiveness, communications, trade and industry, labor, education and skills and international collaboration. Additionally we should be a forum for analysis and strategy intelligence, coordination of projects and funding
- work towards a broader and deeper collaboration over county borders
- be responsible for the overall transport policy
- ensure that good public transport links are found throughout the region and the surrounding regions and between all the member municipalities and the provincial capital
- coordinate member´s interests in county-wide issues
- stimulate coordination and development in educational issues
- be responsible for coverage of issues of interest
- initiate cooperation on issues concerning living environment and attractiveness and their relationship to cultural issues
- initiate cooperation on issues concerning county transportation for passenger and freight terminal facilities
- be prepared to respond to further efforts in business development and employment issues
- prepare for additional efforts within the area of high school education
- be the natural international part in the county for regional development issues
- deal with specific issues such as social welfare, human resource development and certain strategic education issues within the responsibilities of the committee of the local municipalities
